Worship is far different from outreach services. Worship is expensive, and the cost of worship is primarily borne by the ones who are called to lead worship, both personal and Corporate worship. God will stir the hearts of people, and inspire those who He desires to help bear the burden of the cost of worship, and these are burden bearers. They will give. "In the days of my powers, my people will be willing.." There will be no scheming or gimmicking. If he must bear the cost of worship alone, God will provide, if He will be assisted, God will stir up the hearts of people. Primary, worship is costly, and every worshipper must bear the cost of prayer. The only cost you would not have to pay is that which the blood of the Lamb has paid.


On the other hand, it is not worship if the goal is to make a name for self, exalt self, and acquire self-glory. Fundraising events must be tagged properly as fundraisers, but you cannot say it is worship when the goal of putting together a gathering is to collect money from people. 


Pastors exporting ministers, prophets, and musicians to their pulpit from far away will have to spend more on travel and logistics for the goal of appealing to their crowd, grow audience, branding themselves, and keeping their church relevant cannot call those events to worship encounters worship, because it is not. These are the drivers of costs that bring ministers into the state of deception. In your entire city, are there no worshippers that can be raised to offer worship


A person who is not a worshipper cannot raise worshippers. The majority of those churches flying in expensive ministers for a one-day crusade are not raising worshippers in their churches. In some of those churches, the anointing for worship is running dead.
