The Israelites, while in slavery, could not worship the Lord. After the Lord delivered them out of the house of bondage.
The Lord started a conversation with the Ten Commandments, then the first law given was the law of the altars, then other laws followed. If you observe these laws, most of these laws make up the foundation of the justice system.
After the law was given, then Israel was taught the ways of worship. After the Lord established the laws and there was mutual understanding with Israel, the covenant was established.
Then the Lord went on to establish with them the Tabernacle.
Worshippers are lawful people because the foundation of God's throne is justice " Righteousness and justice are the foundation of your throne; love and faithfulness go before you."- Psalm 89:14
